Petroleum and convenience-store retailers have reacted with both concern and cynicism to the pending Payment Card Industry (PCI) data-security mandates, doggedly looking for ways to balance compliance with return on investment.

But waiting to make the best move may create its own problems. Deadlines such as the July 2010 compliance date for dispenser retrofits and point-of-sale (POS) upgrades are getting closer, and the surge in demand may create a costly rush on labor and compliant equipment.
